  • The NHS five year forward view (Forward View), published by NHS England and other national NHS bodies, sets out a shared view on how services need to change and what models of care will be required in the future. While the direction set by the Forward View has been broadly welcomed, it risks suffering the same fate as previous policy documents unless serious attention is given to the policy changes needed to support local leaders to make new care models a reality. The purpose of this paper is to outline some of the changes necessary to avoid reform being both slow and, in many cases, falling well short of the kind of future described by NHS England and its national partners.
