Abstract
  • Foundation trusts, which were first set up in 2004, represent a radical departure from the way in which health services are held to account. The traditional accountability of NHS hospitals to the Department of Health has been replaced by a new accountability of foundation trusts to their members and their elected governors, and to an independent regulator called Monitor. Foundation trusts enjoy new freedoms to control their own affairs, so it is important that the new governance arrangements work well; if not, NHS hospitals will cease to be accountable. This paper sets out different roles that foundation trust governors might usefully play; these roles are intended to provide a framework for debate between boards of governors and boards of directors. It is vital that a clear agreement over respective roles is reached within each foundation trust. [Summary abbreviated]
