Abstract

This report summarises the main findings of a project designed by the King's Fund to engage Londoners in a public debate around controversial issues arising from current public health strategies in the capital. The aims of the project were to: identify the means of eliciting values in a public debate; provide a deeper understanding of what Londoners feel are important principles for public health policy; and to explore Londoners' views on how public health decisions should be made when public values conflict. The project was commissioned by the R&D Directorate at the London Regional Office of the NHS Executive with a view to informing the work of developing 'London's Health Strategy'. It has revealed the value judgments underpinning the public's views on public health policy dilemmas, as well as what people believe to be their role in shaping such decisions, and their expectations of public representatives. These findings have been analysed for their implications for policy-makers and public health practitioners. [Introduction]
