  • This report describes the planning, implementation and outcomes of a process for involving local citizens and users and their organisations in informing the NHS Confederation's conference 'All Our Tomorrows' in July 1998, to celebrate 50 years of the NHS. The King's Fund was invited to contribute to the design and planning of this conference by developing a deliberative process to help articulate the public's perspective on the NHS in the year 2020. This process had three phases: firstly, work with mixed groups of local people in five health authorities; secondly with a mix of workers and users; and finally with conference participants. A recurring theme within all the groups was a commitment to the core values of the NHS.
