  • This Review is based on the financial rather than the calendar year, and once again attempts to describe and assess the main developments in health policy. The calendar of events aims to describe what has actually happened and also to reflect on some of the wider issues that events within the NHS and wider world give rise to. Based on the main events a critical account of the main policy changes during 1992/93 are highlighted including: implementing the National Health Service and Community Care Act; community care; public health strategy; and serving the consumer. There is also a commentary on three key issues running through the whole of publicly financed health and social care: public expenditure; managing markets; and seamless care. The other articles continue on the theme of change within the following areas: balance of service provision between hospital and community; decisions on how health resources should be used; and the NHS as a whole.
