This statement on Britain's maternity services was drawn up by an independent panel following a consensus conference. The questions which the panel were asked to address were: what sort of choices are important to women and are there proper limits to women's choice as a result of clinical, organisational or financial constraints; how is it possible to enhance the ability of women and their partners to make choices; women's preference is often for continuity of care and carer, so can this be described, what are the implications and how can it best be organised; what are the priority actions for bringing about these changes.
