  • This response to the Green Paper `Primary health care : an agenda for action' steers a middle course between `alternative' green papers and detailed comments on the few firm proposals. The structure of the response follows that of the six objectives outlined in the Green Paper: 1) raising standards of care; 2) making services more responsive to consumers; 3) promoting health and preventing illness; 4) giving patients the widest range of choice in obtaining high quality primary care services; 5) improving value for money; 6) enabling clearer priorities to be set for family practitioners in relation to the rest of the health service. Under each heading the effect the Green Paper proposals might have on inner city primary health care are discussed.
