  • This paper presents an analysis of the factors underlying the conflict over the pay beds issue which erupted in 1974-76; a conflict which some consider to have been one of the precipitating reasons for the appointment of the Royal Commission. The first section of the paper sets out the basic facts about private practice and the NHS and the second section gives a brief account of the events in 1974-1976. Following sections examine the conceptual problems of analysis, the roles of the Labour Government, trade unions, the medical profession and the Conservative Party, while the conclusion discusses the implications for the study of the politics of health.
