  • The Royal Commission on the NHS made an early decision to consider the objectives of the NHS, what they should be and how far the NHS does and may succeed in reaching them. The first paper is a personal statement by one of the members of the Commission. The second is a paper prepared by the secretariat which draws together the deliberations and views of the group of members. Both papers demonstrate the problems and difficulties of setting objectives for a public service which is nationally organised to serve individual needs.
