Abstract
  • This working paper sets out some new thinking about the future role of district health authorities. It is intended to introduce into the wider discussion about the future of the NHS some specific ideas about the business of meeting health needs of the local population. As a set of proposals for change, the paper is intended to help open further the official formulation of health service policy and organisation to the broader participation of NHS managers and practitioners.
