  • The closure or change of use of all or part of a hospital or health facility used to be relatively rare and straight forward. Relatively little has been written about ways in which health service changes have been carried through effectively and to the satisfaction of the different parties concerned. This handbook has been produced to help clarify some of the complex issues involved. It is intended to be read primarily by administrators, for they have an overall responsibility for seeing that there is adequate planning of and consultation about closures and that change as a whole is managed effectively. It may be useful also to the wide range of other people involved in this activity such as NHS managers, HA and CHC members, professional groups and staff organisations, who not only have their own parts to play, but also need to have some insight into the role of the administrator.
