This briefing paper sets out to review the literature on models of assessment and case management in order to identify key issues which will need to be addressed as Social Services Departments implement the changes outlined in 'Caring for People' and the NHS and Community Care Act 1990. It attempts to clarify available models for both processes; identify their key features and analyse the implications of these for implementation of the White Paper changes. A detailed case study of the Local Authorities assessment system is given, along with five UK case management projects.
