  • The purpose of this booklet is to outline the issues that have to be addressed by service users, politicians and providers following the publication of the White Paper 'Caring for People'. The key questions raised by the White Paper are illustrated by some of the leading edge work currently taking place in this country. This is complemented by experiences from North America where there has traditionally been a mixed economy of welfare. The booklet looks at: some of the factors that are influencing the move towards community based care for long term care groups; current service systems and the effects of current government proposals; key themes to the approach put forward in this booklet; the organisational options for service development; and the interaction between the consumers of services and the development of the service system.
